Hydrogen Fueling Station Wins Approval With Help From Ballard Spahr

Together with the Douglas County Public Utility District (PUD) in Washington state, Ballard Spahr worked to obtain unanimous approval from the Project Review Committee (PRC) for an estimated $7.2 million hydrogen fueling station and fuel cell generator project.

This project, which one PRC member called “unique and exciting,” includes the addition of hydrogen fueling infrastructure and fuel cell equipment to the PUD’s existing 5-megawatt green hydrogen production facility. This project will help provide fuel to the PUD’s retail hydrogen fueling site, provide fuel for heavy-duty transportation, and supplement the PUD’s energy supply. The project is planned to be fully operational by July 2026. The overall goal is to strengthen green transportation options and benefit the environment.

Ellie Perka, a Real Estate and Construction Litigation partner in Ballard Spahr’s Seattle office, was a key member of the team that obtained the PRC approval for Douglas County PUD, in part due to her decades-long experience in alternative contracting procedures in Washington state. She also partnered with J-U-B Engineers on this project. Ellie was among the more than 150 attorneys who joined Ballard Spahr via the January 1, 2025, combination with Lane Powell.
