The Bond Buyer Features Michael Charlebois, a 'Rising Star' in the Municipal Bond Industry

Michael A. Charlebois, a Los Angeles-based attorney in Ballard Spahr’s national Finance Department, has been named a Rising Star in the municipal bond industry by The Bond Buyer, a venerated bond industry news and information resource.
Michael is featured along with a select group of fellow honorees in the September 18 special issue of The Bond Buyer.
“I love seeing the results of what I am working on, like when a bridge or a school gets built,” Michael told The Bond Buyer. “It's very rewarding.”
With a practice focused on public finance, project finance, and public-private partnerships (P3), Michael has served in a variety of roles—underwriter’s counsel, bond counsel, disclosure counsel, and purchaser’s counsel—in practically all types of municipal bond financings. He has advised on transactions involving financing for charter schools, private schools, student housing, and other 501(c)(3) organizations, as well as general obligation bond and lease financings for California school districts and municipalities. In addition, Michael has served as underwriter’s counsel and special tax counsel on project financings for solid waste disposal facilities. And he has advised public entities and lenders on transportation, infrastructure, and energy P3 projects.
The Bond Buyer feature notes that, in addition to his “thriving public finance practice,” Michael is “committed to helping others through Ballard Spahr’s pro bono initiative,” including as part of the Ballard Spahr team that advised nonpartisan organizations in creating state-level guides highlighting safeguards against election process disruption.
The Rising Star awards honor “the brightest young minds in municipal finance” who are under 40 years old at the designated date for the annual accolade. Honorees are selected by a panel of The Bond Buyer’s editorial leadership and a diverse group of municipal finance leaders. This year’s recipients were honored at The Bond Buyer’s Infrastructure Conference earlier this week in Philadelphia.
