Experienced Public Finance Attorney Jean Everett Joins Ballard Spahr

Jean S. Everett, who has more than two decades of experience with high-value public finance transactions for significant social infrastructure projects, has joined Ballard Spahr in its Philadelphia office, the firm announced today.

Ms. Everett focuses on tax, arbitrage, and related aspects of public finance transactions for a wide range of projects, including affordable housing, university dormitories, and continuing care retirement communities. Her experience also encompasses transactions involving public and parochial school facilities, charter schools, hospitals, nursing homes, and environmental projects such as water treatment and solid waste disposal facilities. She has served as bond counsel, underwriter’s counsel, bank counsel, and developer’s counsel, and has managed transactions, teams, and closings.

At Ballard Spahr, Ms. Everett is Of Counsel and a member of the firm’s nationally recognized Finance Department and Public Finance Practice Group.

Ms. Everett’s work spans deals involving tax-exempt and taxable bonds, tax credits, and other government subsidies, with a concentration in analyzing and advising on transactions in which bond interest is eligible for exclusion from holder income under Section 103 of the Tax Code. She assists issuers, 501(c)(3) borrowers, and other conduit borrowers with responses to IRS examinations of bond transactions. Her work with nonprofit sponsors includes affordable housing developments that provide supportive services such as community centers, wellness facilities, and educational components, financed by tax-exempt bonds and low income housing tax credits, and which frequently leverage other federal, state, and local government subsidies as well.

Ms. Everett joins one of the premier public finance practices in the country, which has participated in the issuance of more than $1 trillion of tax-exempt obligations in all states, the District of Columbia, and American territories.
