Mark Norell Appointed Chair of ABA Tax Section Committee

Ballard Spahr lawyer Mark O. Norell has been appointed Chair of the American Bar Association (ABA) Section of Taxation's Committee on Tax Exempt Financing.
Mr. Norell, a partner in the firm's New York office, is a prominent member of the tax-exempt bond financing bar with more than 25 years of experience handling transactions and administrative proceedings before the IRS for various government, nonprofit, and private-sector clients. He represents issuers, borrowers, nonprofits, and other clients.
As Chair of the Committee, Mr. Norell will be responsible for supervising and coordinating all committee activities—including organizing committee meetings, acting as liaison to other committees, overseeing and participating in comment letter projects, and training the next generation of leadership.
Mr. Norell previously served as Vice Chair of the Committee. He is a frequent lecturer on the taxation of municipal bonds, has been the lead draftsperson on National Association of Bond Lawyers (NABL) and ABA Comment Letter projects, and was editor-in-chief of the NABL's Federal Taxation of Municipal Bonds.
Mr. Norell is part of Ballard Spahr's nationally recognized public finance practice, which has participated in the issuance of more than $1 trillion of tax-exempt obligations in every U.S. state and territory, as well as the District of Columbia.
