Shortly after the 2016 election, the Pennsylvania Attorney General, Josh Shapiro, in order to expand his office’s capacity to bring complex cases against financial companies, appointed Mr. Smyth, a former Consumer Financial Protection Bureau enforcement attorney, to lead a newly created Consumer Financial Protection Unit. Almost overnight, Messrs. Shapiro and Smyth transformed the Pennsylvania Attorney General’s office into one of the most active attorneys general offices in the country.
