Skye Nickalls is a transactional attorney specializing in municipal finance matters. She represents issuers and underwriters of municipal securities, including counties, cities, townships, school districts, boroughs, municipal authorities, banks, and nonprofit entities as bond counsel, special counsel, borrower’s counsel, and underwriter’s counsel.

Skye has extensive experience with general obligation bonds, tax anticipation notes, revenue obligations, and financings for hospital systems, colleges and universities, charter schools, continuing care retirement communities, and other nonprofit entities. She also represents public and private corporations in internal investigations, corporate governance matters, securities law compliance, public reporting with the Securities and Exchange Commission, and other contractual and transactional matters.

Representative Matters

  • Negotiated forbearance agreements with bondholders and served as disclosure counsel for a college during periods of financial difficulties
  • Served as a member of bond counsel team to major health care and educational organizations and obligated groups involving 501(c)(3) financings and refinancings, including Temple University Health System, Neumann University, and the student housing nonprofit for West Chester University
  • Regular bond counsel for a city’s annual tax and revenue anticipation notes
