Holly advises issuers, underwriters, banks and borrowers in the structuring, issuance, offering, placement, remarketing, and restructuring of tax-exempt and taxable municipal securities and other debt instruments and derivatives. She is also Co-Leader of the Public Finance Group's Independent, Parochial and Charter School Financings Team.
Holly serves as bond, borrower's, underwriter's, bank, and disclosure counsel to clients across the United States. Her practice focuses on tax-exempt and taxable conduit financings for hospitals and health care systems, higher education institutions, charter schools, continuing care retirement communities, and various not-for-profit organizations. She also has experience in affordable housing, including multifamily and senior housing projects.
Before joining Ballard Spahr, Holly worked at Foley & Judell LLP in New Orleans.

Recognition & Accomplishments
Holly and other members of her respective financing teams were awarded The Bond Buyer's 2007 Southeast Regional Deal of the Year for a student housing project for Grambling State University, and 2006 Southeast Regional Deal of the Year for the renovation and restoration of the Louisiana Superdome following Hurricane Katrina.
