John W. Devine focuses on transactional and regulatory issues in the health care industry. He is a member of the firm’s Business and Finance Department and its Health Care, Life Sciences and Technology and Mergers and Acquisitions/Private Equity Groups.

Before joining Ballard Spahr, Mr. Devine was the Chief Legal Officer for PharmaCo Ventures, a pharmaceutical services company, and spent more than a decade in private practice. He has significant experience handling middle market mergers and acquisitions in the health care sector and is ideally positioned to guide health care clients through challenges and opportunities arising from the Affordable Care Act.

At PharmaCo Ventures, Mr. Devine helped develop and implement an ancillary pharmaceutical and laboratory services business and successfully promoted the company’s business model before state regulatory agencies and pharmacy benefit managers.

Outside the health care sector, Mr. Devine has represented clients both nationally and internationally in private equity transactions, venture capital investments, debt and equity financings, and commercial licensing transactions. That work has included foreign and domestic general corporate counseling, structuring and documenting limited liability companies, and advising life sciences companies on transactional as well as debt and equity financing matters.
