R. Thomas Hoffmann is the Practice Leader of Ballard Spahr's Energy and Project Finance Group. Mr. Hoffmann is known for his work on energy industry transactions, including project development, investments, finance, and mergers and acquisitions.

Mr. Hoffmann frequently represents developers and investors in the development and financing of greenfield and brownfield projects, including solar, wind, and biomass projects, as well as coal-fired, gas, nuclear, and cogeneration projects. In addition, he represents major users of renewable energy power generation. Mr. Hoffmann has represented electric utilities, including cooperatives, in various transactions, and has represented both private purchasers and sellers of electric power assets.

Before joining Ballard Spahr, Mr. Hoffmann was president of International Energy Partners LP (IEP), a development and investment business. In that role, he led the development of generation projects both in the United States and abroad. He negotiated numerous project and financing agreements and closed several international nonrecourse financings. He also led the structuring of the first private project to utilize the commercial loan guaranty programs of the World Bank and Inter-American Development Bank.
