Amy M. Glassman represents public housing authorities and other recipients of HUD funds in regulatory, administrative, transactional, and related matters.

Ms. Glassman has extensive experience assisting housing authorities with HUD regulatory and statutory compliance issues.  She also works closely with housing authorities on applications for and implementation of the MTW program, including development of MTW agreements, local programs and policies, and HUD waiver requests necessary to implement those policies.

Ms. Glassman also advises and defends clients in HUD debarment actions, HUD Office of Inspector General audits, and Section 504 compliance audits. Additionally, she advises clients on such issues as federal procurement requirements, mixed-finance transactions, relationships with public housing affiliates, voluntary and required conversion of public housing, HUD demolition and disposition applications, fair housing and disability issues, the housing choice voucher program, and Section 8 multifamily HAP Contract issues. 

Ms. Glassman previously worked as an affordable housing consultant at the Cambridge Housing Authority and at TAG Associates. At the Cambridge Housing Authority, she assisted the executive office with the planning and implementation of the housing authority's Moving to Work (MTW) program. At TAG Associates, she worked with housing authorities to develop policies and systems to implement the Public Housing Reform Act of 1998, with a focus on resident services, admission to and occupancy of public and Section 8 housing, and implementation of the Public Housing Assessment System (PHAS).

Pro Bono Experience

Ms. Glassman provides ongoing representation on HUD funding matters to a homeless shelter.
